Yes, this most certainly can cause the computer not to boot. I see this every day on my job (Systems Analyst). In fact, it happens so frequently that we keep a lot of CMOS batteries on hand. Also, if the battery is low, it can cause numerous problems with the software & hardware to not function properly.

You need to measure the voltage using a volt meter to ensure that it does not fall below a specific value. For example, our batteries (typically 3.3 volts new) will begin to produce errors or issues once they go below between 2.5 - 3.0 volts. The lower the voltage the wider range of errors will occur until the system will not boot up at all.

We have also found that the cheap batteries (off-brand) typically do not last as long. Like anything else, you get what you pay for. Hope this helps.
